urban and architectural solution for the reuse of the “Cerovo” military complex

 

The presence of large portions of abandoned spaces within the urban fabric often generates situations of physical degradation which affects the real estate value of the hole city, the attractiveness of the surrounding public spaces.

Once transformed, however, those same spaces easily become new urban centralities, alive and livable, whose positive regeneration effect spreads forcefully, obtaining extraordinary benefits for the city itself and for the involved steakeholders. The area of intervention is relevant both strategically and infrastructurally, because Its location and dimentions it offers a real opportunity for the development of the entire region.

Regeneration of the Cerovo ex military complex involves the area from an environmental, social and economic point of view. The creative hub aims to be recognised as an important generator of local economic development and valorisation of both creative and entrepreneurial potential of this region. It was built in 1972, for the needs of the Yugoslav People’s Army, at a location 1.5 km away from the city centre.

The regeneration of approximate surface area of 20,000 mq encourage the development of culture tourism together with other developmental and ongoing projects of the Government of Montenegro, such as: new facilities and of ski resort complexes on the side of Mt. , Bjelasica slopes gravitating towards Bijelo Polje,The tourist-speleological complex Đalovića Cave, and New town promenade in Bijelo Polje.

Being the largest regional complex for the development of creative industries in Montenegro and beyond, the Center should attract the widest possible cultural and media public as well as visitors of the most diverse background, among which tourists and events audiences represent special target groups. Within its development the objective is to affirm the creative and cultural industries in the northern part of Montenegro and give prominence to and affirm local culture, heritage, artists, and creative products, and to establish sustainable mechanisms for their further production and market placement, both locally and internationally.
